Technical regulations

Evaluation of the Competitions:

The event is open to athletes of the junior category. As per article 2.1.005 of the UCI regulations, the event is open to junior men.

 

1) General Classification – the Yellow Jersey:

The winner shall be the rider whose sum of times in individual stages, including time bonuses and penalties, will be the lowest.

If, in the final classification at the end of race the times are equal the winner shall be decided by:

a) fractions of seconds clocked to respective riders in the individual time trial

b) the lower sum of placements in individual stages

c) the better placing in the last stage

The leading rider receives the yellow jersey in which he is obligated to start as long as he leads in this competition.

 

2) Points Competition – the White Jersey:

In the points competition, the winner will be the rider who gets the most points according the following classification on points:

- the stage with the collective start: 1st - 15 st place

25, 20, 16, 14, 12, 10, 9, 8, 7, 6, 5, 4, 3, 2, 1 points

- the individual time trial: 1st - 10 st place

10, 9, 8, 7, 6, 5, 4, 3, 2, 1 points

The winner becomes the rider with the highest sum of points.

In case of equality of points by more riders decides:

a) the higher number of victories in individual stages

b) the better placed in the final ranking of the individual competition

The leading rider shall wear the white jersey as long as he leads this competition.

 

3) Team competition:

The winner of this competition shall be the team with the best time. It shall be based on the team classification for each stage which shall be calculated on the bases of the sum of the three best individual times from each team. In the event of a tie, the teams shall be separated by the sum of the places acquired by the three best placed riders on the stage. If the teams are still tied they shall be separated by placing of their best rider on the stage classification.

The team general classification shall be calculated on the bases of the sum of the three best individual times from each team in each stage ridden. In the event of a draw, the following criteria shall be applied in order until the teams are separated:

a) the number of first places in the daily classification

b) the number of second places in the daily team classification etc.

If there is still a draw, the teams shall be separated by the placing of their best rider in general individual classification by time.

Any team reduced to fewer than three riders shall be eliminated from the general team classification.

 

4) Mountain competition – the Red and White Polka-dot Jersey:

Consists of 13 mountain premiums. The first 5 riders score, points 6-4-3-2, and 1. The winner is the rider with the highest sum of points. In case of equality of points in the general classification of this competition by more of the riders decides:

a) the higher number of victories in the mountain premiums

b) the better placement in the general classification of individuals

The leading rider shall wear the Red and White Polka-dot jersey as long as he leads this competition.

 

5) Sprint Competition – the Green Jersey

Consists of 7 sprints in which the first three riders score 3-2-1 points. Additionally time bonuses of 3-2-1 seconds shall be awarded for each sprint counting towards the general classification. In the case of a draw in this competition the leader shall be decided by the better placing on the individual general classification following the stage. The leading rider shall wear the green jersey as long as he leads this competition.

 

6) The best placed rider of the age-group 1994 – in the final general classification will be awarded a prize.

 

7) Bonus: 1st stage – 10, 6, 4 seconds

2nd stage – 10, 6, 4 second

1st part of the 3rd stage – no bonus allotted

2nd part of the 3rd stage - 6, 4, 2 seconds

4th stage – 10, 6, 4 seconds

5th stage – 10, 6, 4 seconds

Intermediate sprints shall be allocated time bonuses of 3-2-1 seconds.

 

8) Individual Time Trial – 1st part of the 3rd stage:

The riders shall start in the reverse order of the general individual classification at 1 minute intervals. If two riders of the same team are placed in this classification immediately behind each other, the commissaires may place a rider from another team in between. There will be the standing start. No bonus will be allotted in the 1st part of the 3rd stage.

 

9) Time limit:

Road stages – 20% of winning time

Time trial stage – 25% of winning time

 

10) The Order of Priority of Jerseys:

1. The yellow jersey

2. The white jersey

3. The red and white polka-dot jersey

4. The green jersey

12) Lodging: The board and lodging starts on the 3rd of May 2011 with the dinner.

 

13) Starting numbers: The issue of starting numbers takes place in the race headquarters of the House of Culture in Terezín on the 3rd of May 2011 from 16.00 to 20.00. The meeting of the team managers - on the 4th of May 2011 at 10.00 in the House of Culture in Terezín.

 

14) Miscellaneous

a) The time trial of individuals: When one rider catches up with another rider they both must go on the right side of the road, going side by side at a distance of at least 2 m. Crossing the others course is not allowed. The caught up rider must go at a minimal distance of 25 meters behind the rider who overtook him. In the time trial are clocked hundredths of seconds, in case of equality of times in the general classification of the competition

of individuals, decide the lower splits of seconds clocked to the individual riders during the time trial. In this case those splits are added to the total time at the end of the race.

b) In order not to jeopardise safety of riders and the correct course of the race, accompa-nying vehicles, shall be not permitted to overtake riders, in the final 10 km before the finish of each road stage.

c) Each rider must sign the sign-on sheet in advance of 15 minutes before the start at the latest. Any rider who fails to sign on or who signs for another rider, will be punished.

d) The wearing of the crash helmet is according the UCI regulations obligatory, and removal of it during the race shall lead to disqualification.

e) Any rider not finishing a stage shall not be permitted to continue and shall be excluded from further participation. However he shall be entitled to keep the prices he gained before he was eliminated.

f) In case of a failure of the bicycle, including the tubular racing tyre, the rider may get a front wheel or a rear wheel, some tools or a complete bicycle. The exchange of the bicycle is only permitted from an official mechanical car behind the group of riders on the right side of the road.

g) When overtaking groups of riders, any of the accompanying vehicles must respect the red flag of the members of the Jury which forbids overtaking.

 

15) Penalties: Offences will be punished in conformity with the regulations of the UCI.

17) Race Route: Marked with signboards in conformity with the regulations of the UCI.

 

18) Anti-doping Control: Will be executed according the anti-doping control regulations of the UCI.

 

19) Announcement of Winners: Within 10 minutes after the finish of the stage!!!

 

20) Issue of the Transmitters: At the meeting of the team managers - on the 4th of May 2011 at 10.00 in the House of Culture in Terezín.

 

21) Notice: All the riders must have a valid license of the Cycling Union and to present it on request. All participants must have a valid passport, eventually a visa.

 

22) The Schedule of this race was approved by the Road cycling committee of the Czech Cycling Union on the 19th of April 2011
